Position: Barge Representative (National Contractor ทำงานให้กับ Chevron Thailand Exploration & Production Ltd.)
Location: Offshore, Thailand
The Chevron Representative-Barge will be a single point of contact and responsible for interfacing closely with the Barge Master/Catering/FE/Asset/Well Services etc teams. The person would be functionally responsible for safety of the barge, and for oversee the tasks such as moving the barge, ballasting, setting up anchoring patterns and arrangements and generally understanding and taking oversight of such operations ensuring Operational Excellence (Toolbox meetings/JSA's, SSE, BBS etc) are completed and all elements of Tenets of Operational Excellence are adhered to. (Barge Master still maintains ultimate authority and responsibility for the barge. Chevron Representative acts as Company Rep and advises Barge Master on Chevron's policies and expectations.)

Key Job Responsibilities
HES:
Proactively leads, ensures and reinforces health, environment and safety standards and requirements in support of Operational Excellence in all aspects of the barge operations consistent with Chevron Operational Excellence processes.
•Safety of Barge, its crew and safe use of the equipments. Oversees/directs barge HES programs that include OE and safety training, compliance reviews, Near-Miss, Incident Investigation and reporting emergency preparedness and Oil Spill reporting and response, safety and communication meetings and process improvement initiatives. Environment and waste management process. Responsible for implementation of Barge Management Manual.
•Enforces safety regulations in accordance with CTEP's Safe Operation Standards, including making frequent, regular checks during the operations to ensure safety standards are maintained. Ensure to comply with Government regulations at all time.
•Supports the deployment of Behavioral Based Safety principles throughout staff and metrics are maintained to track safety performance. Ensure barriers removed.
•Ensures proper operation and consistent maintenance of all safety systems in the marine equipment though effective monitoring, inspection, preventive and reactive maintenance.
•Uses Management of Change (MOC) procedures for marine facility troubleshooting and maximize barge utilization.
•Personnel safe working practices, personal protection equipment, and proper supervision of the same.
•Be thoroughly familiar with the MSDS sheets for applicable chemical products used onboard
•Evaluator for the condition and standard of operations of barge regularly and provider of feedback.
•Barge conducts safe lifting, Inspect equipment to meet CVX standards.
•Ensures safe transfer of personnel. Inspect/maintain of equipment and correct procedure followed.
•Conduct safety meetings and ensure (OE process followed) regular fire and abandon ship drills conducted.
•Familiar with Typhoon evacuation plan. Coordinate, advise and acts as necessary in case of evacuation plan executed.

Incident Free Barge marine operations:
Plans and directs all day-to-day routine barge marine and mooring operations and the maintenance and repair interventions (planned, preventative and reactive) on mooring and marine equipment to maximize the barge utilization and minimize equipment/facility downtown. Activities include but are not limited to:
Barge marine management
•Act as Chevron Representative on board to coordinate all barge operations between barge and client. Barge owner communicates through this position with CVX. (FE, Well Service, Operations, etc), to ensure a safe and efficient operation.
•Monitoring and control of all construction / maintenance subcontractors on board the Barge. Be thoroughly familiar with all aspects of barge operation and ensure that the barge complies with safe operating practices. No pollution takes place. Understand the role of Barge Master. The Barge system design.
•Keep close watch on moorings and weather conditions to ensure that operations are stopped before onset of weather conditions and to ensure that barge maintains a safe position with the offshore facility at all time. Ensure to advise Barge Master to follow SOPs and stand off criteria.
•Inspects barge's ballast to ensure no pollution incident results from de-ballasting.
•Monitoring and control of all construction / maintenance subcontractors on board the Barge including the activities of all personnel working on the Barge.
•Monitoring of progress of Barge Project Scope of Work.
•Reports/ Suggestions to the Company Management for acquiring additional equipment or recruiting additional personnel on board the Barge.
•Interact with the Field Engineer, Barge Foreman for planning & scheduling the Barge operation activities. Interact with the Chief Engineer / Chief Electrician on status of Barge equipment and support resources. Interact with all personnel on work related issues.
•Interact with Company Management, Client Consultants, Subcontractor, Vendors, Project team as per requirement of the work.
•Authorized to utilize all the resources on the barge to complete the assigned marine scope of work for the Barge.
•Service as Chevron Representative in emergency situations to approve/coordinate to access departure from process. i.e. night flight from barge.

Hotel management.
•Coordination with Clients, Projects Manager and Field Engineer for smooth execution of accommodation support.
•Point of contact for department, teams using barge facilities.
•Inspections of facilities and submits regular audit reports to maintain standards of Hotel and catering.

Mooring and anchor handling Operations
•Review Anchor Pattern, Oversee setting the Barge at location as per Anchor Pattern. Advise/assist Barge Master on CVX anchor pattern requirements.
•Mobilization of Barge as per Mobilization Plan, towing of the Barge as per routing plan finalized with base.
•Barge movement in the field after obtaining necessary permits.


Maintenance
•Understanding of barge mooring and anchoring systems.
•Perform routine inspections to barge, anchoring systems for as per the Chevron Thailand Marine
Operations.
•Preventive Maintenance Plan, manufacturer's recommendations and industry standards.
•Carry out Inspection standards and schedule as specified by the mooring manufacturer. Mooring wire change criteria. Replacement of mooring & lifting equipment including all ancillaries as per Chevron Thailand Marine Operating Plan with due regard to safety procedures. Maintaining and updating mooring warehouse materials, Mooring wires and anchor inventory also operational maintenance record keeping.
•Operates and maintains the Weather Station equipment to ensure their continued function, and to keep records of weather data in support of barge activities, and/or as evidence in downtime.
•Supervise and coordinate, including with divers & third party contractors, scheduled and unscheduled maintenance and repairs to barge and associated equipment.
•Assist Marine operations group with the preparation of SOPs for all group activities, adherence with MOC (Management of Change) and PTW (Permit to Work) processes, using JSAs (Job Safety Analysis).
•Audit AHTS vessels to ensure that proper and safe operational procedures are in place.
Approves budgetary items.

Managing Personnel:
•Assists the Marine Operations Group with the familiarization process of new Company Representative and effectively coaches them in barge management at all Chevron Thailand operated facilities. Also ensure the adherence to all CTEP's rules and regulations, in particular those relating to safety.
•Assists the Marine Operations Group with the management of staff and directly responsible for personnel administration (hiring, PMP, ranking, salary administration, promotions, R&A and discipline and training).
•Provide, as requested, the Marine Operation Group with information needed to assess performance of Barge Master and his team.
•Assist, and/or deputize with Marine Operations Group, and organize the daily work force by setting priorities and the daily goal using team work and leadership techniques.

Marine Department Support:
•Provides assistance to the Marine Operations Grop as necessary. Responsible and accountable for the security of all Company property and information in the assigned area. Assist for tracking of the Company representative Barge scheduling.
•Review and update the Barge Operating Procedures (SOP), etc.
•Assist Marine Operations Group to carries out Inspections/Audits and completes reports of vessels on hire to Terminal or operating within the company's field of operations.) Know the existence and general knowledge of SIRE (Ship Inspection Report) program. CMID (Common Marine Inspection Document).
•Provides assistance as require to Marine Operations Group for new project marine related support.
•Effectively interface with all other Chevron Thailand departments.
•Have an understanding of the barge contract requirements.

Qualifications (Education, Work Experience, English and Computer Skills)
•Able to work offshore on 3 or 4 weeks rotational basis.
•10 years accommodation, Anchor Handling Vessel or other type of trading vessel experience, appointed on board of which at least three years as Company representative, Chief Officer or Master.
•Fully familiar with Safety Management System onboard vessel/barges or oil field industry.
•Prefer a valid Class One Master Mariner or Chief Engineer STCW Certificate issued by either home country authority or a leading maritime authority of another country where schooling was obtained
•Fluent in written and spoken English.
